Support region-specific User Application Proxy (UAP) servers

Overview

A multi-region cloud needs region-specific User Application Proxy servers. This adds support for Exosphere to know about them and use the region-appropriate one.

Builds on !690 (merged), please review and merge that first.

How to Test

Try a UAP-powered interaction on Jetstream2 IU region, it should still work. (Other Jetstream2 regions do not have UAPs yet but they will shortly.)
