Problem: Weight on older issues are incorrect

Problem/Opportunity Statement

Since !681 (merged) and !742 (merged) we have a new scale for issue weights, as well as criteria for how to determine weights. Quite a few issues use the old scale (1-9). This will cause confusion for contributors and other stakeholders.

What would success / a fix look like?

Update weights of old issues to use the new scale.
