Multi-user tenants don't indicate any idea of the user that "owns" the VM

Many openstack allocations have multiple users per allocation. You'll need a way to differentiate between instances, indicating ownership.

Ideally, having a filter to only show YOUR instances by default on a provider would be good -- with the option to show all instances (and indicating the user id that launched it).
