Drop support for all languages below 70% translation

Jesusaves requested to merge jesusalva/evolsrc:jesusalva/i18n into master

Need to modify client-data/languages.xml as well.

This enacts my proposal in TMWT hidden section.

Languages after this is pushed:

  • English
  • French
  • Spanish
  • German
