Base Attack Speed for bows: 200 → 80

Jesusaves requested to merge jesusalva/evolsrc:Bowfix into master

This should make ManaPlus estimated attack speed go down from 1840 to 6xx. Fine tuning might be needed, depending on how bows and ammo are going to be sold/upgraded/etc.
