WIP: Updated Artis map with Cliff Stairs, City Lights, Flags and other details.

• Create cliff stairs tiles
• Move cut tree trunks to accessories tileset
• Create city lights tilesets
• Create boat flags
• Update bridge fences
• Add extra details to docks tileset
• Animate the small fountain from artis accessory tileset
• Update Artis map 001-1 by adding lots of details everywhere
• Review pathing of walking NPCs and check for conflicts
• Review cliff stairs (Reid)
• Reduce color palette of the cliff tiles (Reid)
• Update the minimaps of all maps that got affected (Reid)
• Update the .xcf files of the modified tilesets (Reid)
