Regenerate all minimaps + update license + autogenerate weapons.xml

I used Moubootaur Legends Client Data Makefile to do this, which was not submited to current tool repo because I'm not sure the code is good enough to be added to tools repo. I only know it works (and for me that is enough)

Weapon auto-select is based solely on weapon level.
