Add information about OTel Profiling Efforts

We have had a working group working on profiling in OTel for several weeks now. One of the goals of the group as of late has been to involve more of the community to make sure they are aware and (ideally) supportive of our efforts. So, I thought this would be a great place to add more information about it!
