Update rqt default topic to /cmd

Hantao Zhong requested to merge 73-allow-manual-driving-compatibility-with-ackermann-mux into master

Closes #73. Following the discussion in #73, the default publishing topic of manual driving command has now changed to /cmd. Further adjustment will be made once the control team return some feedbacks.
