Remaining base patches from Gavin Lamberts patchset

I have rebased and prepared the remaining base patches from Gavin Lamberts patchset (https://sourceforge.net/u/uecasm/etherlab-patches/ci/default/tree/#readme). We are not yet using distributed clock at DEIF so I can only confirm that patch 0032 is applied correct and we can try to involve @gfoot if anything needs to be discussed on that part.
