Repotool CVS fixes

Fixes for issue #36 (closed), issue #39 (closed), test scripts, and a couple of other repotool issues encountered when doing CVS to Mercurial migration.

I'm not sure exactly how you want merge requests done, so I'm starting with the easiest option which is all my fixes as one merge request. If you'd prefer I can break this into one merge request per fixed issue or added feature, that's just a little tricky because some of the later changes depend on the earlier ones.
