This release adds a configurable error page feature, a new option to
build Ouinet without i2p and pluggable transports, and also the cleanup
of obsolete CI jobs.

Added

- New CMake option `WITH_EXPERIMENTAL` set to `OFF` by the default that avoids
compiling unused features, including i2p, pluggable transports like obfs4.
- Configurable error page feature that allows path to html file to be pass
into Ouinet config for android applications. The supplied html file is copied
into the Ouinet client's assets and served in place of plain text failure
message.

Removed

- Commands in Dockerfile related to the installation of i2p and the pluggable
transports.
- Configuration options in client and injector related to i2p and obfs
endpoints.
- Deprecated CI pipelines that were building Ouinet with Debian 10.
- Deprecated CI pipelines building Ouinet with Debian 12 and Boost 1.71-1.74.
