Add new GPS tracking system

Goals

Add/Remove Devices and groups on the tracking system

Approach

Add device-mgt API to return list of device Ids Map devices on tracking system when enrolling/dis-enrolling devices and updating device location Map groups on tracking system when add/delete/update groups on UEM
Use the provided API's on tracking system
