Upgrade kernel to 6.1.123-1 for aria-amd64

Merge branch 'aria-base' into aria-amd64 to upgrade kernel to 6.1.123-1.
Adapt debian/changelog in version sequence to solve merge conflict.
Adapt debian/patches/series to solve merge conflict caused by extra
eLxr patches.

Test new std/rt kernel image packages' booting up OK on amd64 target.
