Preparation for v2.12.0 release

prep_release_v2.12.0 into master
  • Update the CHANGELOG for the new release v2.12.0
  • Update version stamp to 2.12.0 in README, manual, and CMakeLists.txt
  • Update elsi_DATESTAMP to "20251201" in CMakeLists.txt
  • Update NTPoly version to 3.11.0 in manual
  • Update copyright to 2025 in manual, README, and LICENSE
  • Update CMake minimum version to 3.6 in INSTALL, and mention AMD/Intel GPU support for external ELPA 2025+
  • Replace references to the old website (https://elsi-interchange.org) with the new website (https://wordpress.elsi-interchange.org/)

Tagging @vblum so that he can soon update the website with the new version.

Tagging also @garalb and @bhourahine so they are aware the new release is ready.
