Updating the database generation workflow to use EFIT for writing files

database_workflow_upgrade into main

This requires the addition to EFIT to write OMAS HDF5 files (in MR https://gitlab.com/efit-ai/efit/-/merge_requests/71#e5b0e467d073226390180a80d6c701e69c174e6a). Once that is part of main this should also be merged.
