Remove gitlab-runner dependency from RPM

The gitlab-runner is not strictly required for Jacamar CI to perform its basic functions. Additionally, since there are multiple variations in how the runner can be deployed (e.g., FIPS binaries) removing it avoids potential dependency issues when deploying our official release.
