Log restricted privileges.

This doesn't address any issues currently seen with seccomp/hpc applications but does log if no_new_privs is encountered when jacamar-auth is started. The likely scenario in which this would happen is if it was enabled with Systemd and would only conflict with select configurations. Though I think this is unlikely to be done without known reasons, having some debug information for troubleshooting would be beneficial.
