Remove broker functionality.

With upstream server changes in place, it is now possible limit the scope of CI Job Tokens at the project level (see: https://docs.gitlab.com/ee/api/index.html#limit-gitlab-cicd-job-token-access). As such we've decided that the token broker will not be completed and supported removed from the runner to ease maintanance burden.
