Rely on Cobalt and bypass ioctl block in select cases.

The goal of this commit is to remove the default behaviors of the seccomp enhancements for the limited case where the job script will be submitted to qsub. This was done by expanding the configuration context avaialbe to the seccomp package when rules are established.
