new: add changelog to docs

This MR adds the repo's CHANGELOG.md to the jupyter-docs rendered at docs.earthscope.org.

The changelog was reformatted to work better with jupyter-book/sphinx/MyST rendering.

In pyproject.toml, the project's URLs are updated to point at the docs landing page, this repo, and the changelog rendered on docs.earthscope.org
