Add contributing docs and basis for an issue template.

This is intended to spark discussion about #29 (closed) and #42 (closed) to a lesser extent.

The end goal is to have a set of high quality standards for others to follow when submitting code and issues.

I would like an issue template at some point, it's a feature within gitlab which will fill in some information about the issue.

As of right now, these are considered suggestions as opposed to official rules.
