Establish Changelog + Update TODO
With this, I hope we can slowly start working towards a Tar release at some point.
This merge adds the building blocks of a proper changelog and it updates the TODO to include that bug from the _dm-helper.sh script. If, on your own time, you could add some further clarity on if the bug is AUR only or if it is a more geneal issue then please update the TODO.md.
