Feature/rf breakdown
Created Red Pitaya driver, RF Breakdown detector, and logging tool.
Note: the redpitaya_scpi file comes from the manufacturer. I cleaned it up as much as I can, but there were still some mypy error. So I had to ignore it in the checks.
