fix(budget analysis): make the period column titles translatable

Related to #28 (closed)

What

enterprise_budget_analysis.py (get_columns):

  • Period column titles use one literal, translatable format string per kind: _("Budget {0}"), _("Actual ({0}) {1}"), _("Received {0}"), _("Variance {0}"), _("Unbilled {0}"), _("Total Budget")… instead of _(f"Budget {year}").
  • Period fieldnames use English month abbreviations (strftime("%b")), like the data keys of get_final_data. Before, they were built from the localized label (janv.), so period columns could stay empty for a non-English user. The label keeps the localized month.
  • Dimension Name and Account are now wrapped in _().

Why

Founder decision (doc review 2026-11): f-string titles that are never translated are not intended, fix them.

The French msgstr for the new msgids are not added in this MR (translations are handled separately in enterprise/locale/fr.po).
