upgrades. jquery-ui theme can now be a config option because css
files have been split, so also included all themes in a new themes
directory. Created a concatenated 3rdparty.js for minifed public
javascript, and moved farbtastic.js into Extended module as it's
only required when logged in. Added new 3rdparty jquery-layout js
to Control module but requires more work to enable layout editing.
