The 3 suburbs included are quite hard to clean up. I would welcome someone else's review to come up with some rules for these cases.

In rural areas many house numbers are actually for properties or lots without a house. Often these lots are very large and even if we leave the house number mapped I'm not sure how much sense it makes in the middle of nowhere.

Other cases have random houses missing house numbers and map issues where the lot pattern is disconnected from the road network and messed up, see BRIBBAREE,2594 as example
