Replaces python-prctl with pyprctl, like I did in common-primitives common-primitives!157 (merged)
Put basenet on PyPI
Use pytorch-pretrained-bert from PyPI. The setup.py mentions that this didn't work and failed validation, but that was in June 2019 so I want to try again

Kungfuai primitives are already in contrib and the GitHub repo has gone unresponsive (uncharted-distil/distil-primitives#297). A lot of changes will need to be done for #412 so I thought we might as well fork it.
