Fixes for installation

  1. Copy select subfolders of $PROJECT_BINARY_DIR/external to the install tree. This guarantees PCM calculations can be run from the build and/or the install tree.
  2. Pull in a change in XCInt. All libraries produced by XCInt are now static, fixing library not found errors.
