add windows/arm64 support

We are looking for someone willing to contribute the Windows/arm64 port. Windows/amd64 is already a supported target, my guess is that adding support for a new architecture only can be much easier than adding support for a whole new OS.
I'll help as much as I can, but without access to a real Windows/arm64 machine/VM it'll be less efficient.
We need to adjust/add Windows/arm64 support to these packages:
- modernc.org/libc
- modernc.org/cc/v3
- modernc.org/ccgo/v3
- modernc.org/z
- modernc.org/tcl
- modernc.org/sqlite (you are here)
The porting effort would be wasted if we cannot afterwards regularly test new releases on all supported platforms. So another piece of the puzzle is someone's commitment to regenerate and run modernc.org/builder for at least the above packages for new modernc.org/sqlite release candidates on Windows/amd64. There was about a dozen releases in the last 6 months.
Someone in need of this new port is naturally a good candidate.
