Added scrollbar
Intent
Adds thin scrollbar back to character and other sheets where it was previously removed.

This intentionally introduces regressions that will be addressed later -
There is/will be documentation changes on the wiki -

Steps to Test
- Checkout branch/build/watch
- Open a character sheet and observe scrollbar present in skills window and other windows of interest, scrollbar should be thin.
- Hovering over scrollbar should not pop scrollbar over icons/text

Additional Notes
Potentially may be less useful with re-design of window elements.
