Add system specific Token condition map
Description of feature
Cyberpunk RED has many custom conditions that don't map to the default Foundry conditions. Until now we have provided a system condition map to the Combat Utility Belt module to handle this. Unfortunately CUB development has ended so from v11 onwards we should probably provide this ourselves.
Use Case
Token status Icons are an easy way of tracking active status' on players/npcs. Having these integrated with the system would mean we don't need to rely on 3rd party modules to handle this functionality.

We can use the Condition Map provided to CUB as the basis for this work but this should probably be added to config.js
or a new file like conditions.js
rather than a big JSON blob. This covers the basic status effects and the implied ones from the system (on fire x3, grappled etc..).
The CUB condition map also contains drug conditions/icons as well for the Core drugs but if implementing this ourselves it would be better for these to some from the Active Effects (and the icons they use) so we just need to add AEs to items to have them show up rather than having to extend the condition map when we add new drugs. This will have the benefit of supporting homebrew as well.
