Improve ptm deploy

Takatoshi Murakami requested to merge taka.mura/cumulus_ansible_modules:improbe-ptm-deploy into dev

When ptm updated topology.dot for a preconfigured switch, restarting the ptmd service caused a network traffic drop.
According to the Cumulus Linux documentation, I changed the service restart to reload in the handler for the topology.dot copy task.

I also added the ptmd service start and enable task, considering that the ptmd service itself is not started.
