As a Crossref Member I want to register Peer Reviews which review items that do not have a DOI
What
Members can register Peer Reviews. Peer Review registrants host reviews of content irrespective of whether that content is registered with Crossref or another DOI registration agency. But we currently limit Peer Reviews to those which review an item that has a DOI.
Peer Review registrants would like to register all their reviews, not limited to just those with DOIs.
Why
As an example, a member wishes to register reviews of preprints hosted on arXiv, which is a large preprint server that does not use DOIs as identifiers.
Those reviews are still a valuable part of the scholarly record and should be able to be registered, even if the preprints they are reviewing don't have DOIs.
The same may be true for a variety of other reviewed content that isn't registered with a DOI.
