reference-visibility should filter by owner-prefix #120

There are two prefixes in DOI metadata: the DOI prefix and the owner prefix. They might not be the same, for example after the DOI changed ownership.

Reference visibility should apply to the owner prefix, not the DOI prefix. This MR fixes this in the ref visibility filter.
