Add GHG emissions tracking

This pull/merge request adds an item on emissions reporting under the header "Sustainability".

We (Cathleen Berger & Chris Hartgerink) propose this item as the result of an analysis of the emissions of running research infrastructure, based on publishing corporation's reporting of emissions (coming soon on Upstream).

We thought it would be a great addition to POSI to include thinking of environmental impact as we try to build a better (research) world. Looking forward to hearing what the process for adding items is and I hope it is okay to propose the addition like this!
