feat(citation-formatter): citation formatter uses API content negotiation directly

Remove the server-side proxy, and in doing so, the dependency on the deprecated data.crossref.org subdomain. Unblocks infrastructure work to remove that subdomain. Also addresses potential performance concerns per CR-675
