Also specified cl:program element, but this introduces new error -

• Error: cvc-complex-type.2.4.a: Invalid content was found starting with element 'clinical-trial-number'. One of '{"http://www.crossref.org/clinicaltrials.xsd":clinical-trial-number}' is expected.

But this doesn't make sense because xml element seems to be formed correctly
