feat: use git to list all versions

Remove the jq dependency.

This is an issue I've been facing in several projects. If I have jq and go-jsonnet in the .tool-versions, because asdf doesn't have a way to handle a dependency tree, it will fail by trying to install first go-jsonnet and then jq (because it resolves it alphabetically).

The workflow failures seem to be unrelated.
