What does this MR do and why?

Fixes the issue with creating all-numeric usernames as described in #680 (closed)

How to set up and validate locally

  1. Create a new user with all digits as the username.
  2. View the user list, observe the user exists.
  3. Log in as that user, confirm the account works.
