Add Java 25 support to Docker image

What does this MR do and why?

This MR adds the openjdk-25-jre-headless package on the docker build.

Why?

C2ME is adding GPU leveraged chunk generation, and it only supports Java 25, highly likely that the next stable build with this feature will only accept this Java version.

How to set up and validate locally

  1. Build the Docker Container
  2. Run the Docker container and start a server using Java 25.
