Fix unzip server_update evaluating as true

What does this MR do and why?

• Fix ignored names being ignored on all unzips and not just server updates.
• This was being caused by an errant user_id being passed to the unzip function in the place of "server_update" so it was always evaluating as true.

How to set up and validate locally

unzip a zipfile through the file manager that has a server.properties file in it.
