Upgrade crafty to ubuntu 24.04

What does this MR do and why?

Upgrade the crafty controller base image to ubuntu 24.04 to stay up-to-date and reduce the amount of vulnebilities in the image significantly. Also upgrade all the installed packages during the image build to ensure that we are keeping up to date.
