Ensure audit log exists

What does this MR do and why?

Ensure audit.log exists or create it on Crafty startup. For some reason this file, though it is included in the logging config is not being created with the rest of the log files. This is a vital feature for Crafty administrators to use. This is only a reported issue on docker environments

How to set up and validate locally

On an affected docker environment try to access the audit log.
