Re-tag test jobs to new shared runner standard (GL17)

What does this MR do and why?

This merge request will replace the old deprecated docker tags, With the new standard, This changes in accordance with the GitLab v17 release.

I have chosen saas-linux-medium for our chosen runner group to allow for quick processing of lint jobs while remaining within a bracket that is available via all Gitlab service levels (Free/Premium/Ultimate)
