Set audit logging to logfile instead of DB

What does this MR do and why?

• Use logfile for audit log instead of database.
• Reduce database calls and make logs more readable by users.
• Resolve #403 (closed)
• This will also resolve #407 (closed)

• Change call from front end to logfile instead of database
• Remove database table
• setup migrations
