Adding curl to Docker Image

What does this MR do and why?

This MR adds curl to the Docker image. This does not substantially increase the size of the image, and allows for custom server start scripts (such as ones generated by ServerPackCreator) to be run. Many custom start scripts rely on curl to download server files. This is useful for users who are uploading zipped server packs to Crafty.
