Add Arcadia Notifications to Front end

What does this MR do and why?

This enables front end service for the Crafty notification system intended to be used for Arcadia Technology to be able to send important info to client side...like if we decommission an API...or if one of our dependencies is having issues.

@Zedifus is designing the infrastructure on the Arcadia side.
