Set backup filename to use same time as schedule

What does this MR do and why?

Right now schedules use a TZ based on the host's local zone that is set. The timestamp for backups naming does not. This changes the way we name backup names to be local to the system they're being created on. THIS ONLY CHANGES THE WAY THESE FILES ARE NAMED.
