Fix bug where forge servers get stuck at importing

What does this MR do and why?

Right now while installing forge server all servers look for a run.bat file, but that file was only introduced in 1.17 so it hangs at importing.

How to set up and validate locally

Import a 1.16.5 server. It will get stuck.
